In Eikev we have the second paragraph of the Shma while last week we had the first paragraph. Looking closer we notice one key difference between the otherwise very similar paragraphs. Specifically the second paragraph introduces the concept of reward and punishment which doesn’t appear in the first.

The sages explain that this refers to 2 approaches of observing the Torah. The second is being motivated by reward and punishment while the other is being motivated simply by the desire to do the right thing and not do the wrong thing out of love of God. And even though the latter may be limited only to the very pure among us it still serves the purpose of showing us that we can always do better.
