Last week's portion and this week's portion, Eikev, present us the first 2 paragraphs of the Shema. They seem repetitive, but a second look identifies the addition of the concept of reward and punishment in the second paragraph. The sages say that they represent two levels of motivation when it comes to observance of the mitzvot. This week we have the level of observance based on reward and punishment but last week we had the concept of observing simply for the love of God, a very lofty level.

The Talmud makes it clear that there is nothing lacking if motivated by consequences, good or bad, but having that higher goal will always pull us higher, even if we never quite get to that level.
